CARE STL is the no-kill open-admission shelter dedicated to saving and caring for the unwanted, abused, neglected, and homeless companion animals of the City of St. Louis.
In response to the City of St. Louis Department of Health's call for proposals to improve the existing animal shelter, CARE STL was established in 2018. The city-run shelter had a distressing euthanasia rate of 55%, prompting Weng Horak to found the organization. After being awarded the contract, CARE STL has been managing the city shelter since March 2019. The mission at CARE STL is to foster a supportive community rooted in collaboration, compassion, and care for both people and animals.
CARE STL is dedicated to serving the residents of St. Louis by providing adoption services, fostering, and more. Their focus is solely on ensuring the safety of the city's residents and animals and protecting the public from potentially dangerous strays. They work alongside the city to enforce Title 10 of the City Code of Ordinances, which pertains to animal care and control. Their ultimate goal is to achieve the highest live release rate in the nation, guided by proper sheltering practices.
CARE STL strives to save and rehabilitate community dogs and cats, regardless of their perceived friendliness or socialization with humans. Additionally, they rescue orphaned animals, pregnant animals, and their newborns. They rehabilitate animals suffering from treatable contagious illnesses and offer emergency medical assistance. The CARE STL team also focuses on enriching the lives of poorly socialized, shy, or traumatized dogs. Animals surrendered to them are evaluated by their veterinarian and professional behaviorist staff to determine the best course of treatment. CARE STL works with animals considered to have "behavior problems" or "medical problems" and even evaluate those signed over for euthanasia. Their care is not based on arbitrary color, age, or breed criteria.

CARE STL's core values involve providing progressive programs and services to the St. Louis City community by:
- Providing humane treatment and care for all companion animals
- Protecting animals from abuse and neglect and rehabilitating those animals
- Respect for the dignity and worth of all animal life by providing education regarding the prevention of animal cruelty
- Proclaim that population control killing isn't an act of kindness and that animals have a right to a dignified life
- Promote the health and safety of our employees, volunteers, donors, and the public

The Oasis Institute
Oasis is a Pioneer in Healthy Aging.
Founded in 1982, Oasis is a non-profit organization that is active in over 250 communities and reaches more than 50,000 individuals each year.
Our Mission: To promote healthy aging through lifelong learning, active lifestyles and volunteer engagement.
Our Vision: To see that adults age 50 and older across the country have opportunities to pursue vibrant, healthy, productive and meaningful lives.
We seek to positively impact your lives through partnerships to share knowledge, offer evidence- and research-based programs, conduct evaluations and adapt to meet the needs of broad audiences.
The Oasis Institute in St. Louis is the national headquarters. The Institute develops national programs and provides training and support for Oasis education centers and partners. Oasis education centers are located in community sites across the country.
Our network of hundreds of partners includes health providers, corporations, senior centers, community organizations, libraries, universities and colleges, senior living organizations and more.
Oasis puts into practice the landmark MacArthur Foundation study of successful aging. Researchers Rowe and Kahn found that the key ingredients for a high quality of life are maintaining a low risk for disease, a high level of engagement with the community and high physical and cognitive function, and “it is the combination of all three that represents the concept of successful aging fully.”

Every year, St. Louis Pagan Picnic collects non-perishable items at our Information Booth for various organizations in the area.
This goes all the way back to our roots, at the inception of St. Louis Pagan Picnic, as we used to collect donation items as an entry ticket into Picnic. While it is no longer mandatory to donate for entry, we still love to lift up our community by holding this Drive! Please consider donating!
This year our Collection Drive will benefit Operation Food Search and Metro Trans Umbrella Group.
